My mom bought a large ficus bonsai (about 13 inches in height from trunk up) from wal-mart about 2-3 weeks?

ANY soil from ANY source can carry eggs, larvae or insects.
Walmart is a department store and they don’t specialize in bonsai so the plant is at a disadvantage already.
When acquired, a new plant should always be isolated for several weeks from all other plants in your home to avoid any transference of possible infestation.
As far as transplanting is concerned, the plant has been shocked by just moving it from the store to your home. I’d leave it in it’s pot for now and check out this site in the meantime.
